How much does Congress in Brazil?

ARTICLE - GIL CASTELLO BRANCO

Democracy has no price, but the Brazilian legislature is expensive. Last year, the expenses of the House of Representatives, the Senate and the Court of Audit (TCU) reached R $ 9 billion, an amount equivalent to the expenditure integrals six ministries: Culture, Fishing, Sport, Tourism, Environment and Foreign Relations.
This year, only the expenses of both legislative houses, excluding TCU should reach 8.5 billion. Thus, rain or shine, work or not their Excellencies, the Brazilian parliament each day will cost £ 23 million, or nearly one million per hour!
A study conducted last year by the United Nations (UN) in partnership with the Inter-Parliamentary Union revealed that Congressman Brazil is one of the most expensive in the world. Championship in 110 countries, Brazil won the silver medal in the ranking of costs by parliament, after the United States. In the classification of costs per capita, occupied the 21 th position.
Among the houses, the villain of the moment is the House that cost taxpayers £ 4.3 billion in 2012, higher than R $ 400 million to the R $ 3.8 billion in the last ten years. In the Senate, according to the 2009 scandals, the costs have been falling, and last year were the lowest since 2010, totaling R $ 3.4 billion.
Considering the Chamber of 15,647 servers and 6,345 Senate, Congress is a "city" with almost 22,000 permanent employees and commissioned. By comparison, among the 5,570 municipalities in the country, only 27% have more inhabitants. In 2012, the cost of "personal and social charges" in Congress was U.S. $ 6.4 billion, which accounted for 84% of overall expenditure. The account includes salaries, bonuses, additional vacation, 13th salary and other benefits. Only by night work, the House and Senate have paid £ 4.5 million in 2012.
Comparatively, the Legislature is the champion of average wages among the Powers. In December 2012, according to the Ministry of Planning, the average salary of the Legislature was R $ 16.3 billion, more than double the £ 6700 they earn servers Executive. In the judiciary, the average is $ 13,500.
Sometimes, the expenses of Parliament are extravagant and curious. Last year, only with overtime were paid U.S. $ 52 million. The House of Representatives was responsible for $ 44.4 million of that amount. The Senate welcomed the savings of $ 35 million that was obtained after implementing the "hours bank". The idea could be adopted by the neighbors. Another absurdity is the existence of 132 functional apartments empty, awaiting a reform that has no start date, as they are spending £ 8.3 million / year with housing assistance payments to legislators.
Last week, pressured by manifest popular with 1.6 million signatures, Senate President announced cut of £ 262 million in expenses of the House, starting with 500 leadership and advisory roles. It was time. The spending spree is such that last year the bonuses for performance of duties and functions totaled R $ 683.1 million, almost three times the amount of wages which reached R $ 249.2 million. Apparently, the Senate and many Indians have hundreds of caciques.
Moreover, the new president said reduce expenses and medical services outsourced. Despite good intentions, yet cost containment was limited to the resignation of two interns. The intention of Renan is through transparency, reconnecting the Senate of Brazilian society. It's good to start by the Cabinet, stating, for example, what services it provides law firm in Alagoas that receives no more than one year £ 8000 monthly called "money damages."
Anyway, there is much to improve in Congress. Reducing costs is necessary, but not the most important. Urgent is that the constitutional principles of legality, impersonality, morality, publicity and efficiency are applied by both Houses as the deputies and senators. The judiciary can help judging the nearly 200 parliamentarians who respond to inquiries or criminal proceedings in the Supreme Court. On the agenda, crimes against the public administration, homicide, kidnapping and trafficking. The reorganization of the Legislature is essential to curb the progressive wear of your image. After all, democracy is priceless. Worse than the current Congress only its absence.
