Seems pretty obvious to remember, but without the participation of the people, democracy is nothing more than a piece of fiction. And that is exactly what has been in Brazil for decades, due to the selfishness of the elite ruling classes in national politics: democracy without people. The check was the last shot of the House of Representatives, less than 48 hours after the reelection of President Dilma Rousseff, this reprehensible tradition of political-thing-is-the-elites remain firm in Brazil: MPs rejected the decree imposing Policy national Social Participation (Decree 8,243 / 14) of 23 May this year. Now the decree goes to the Senate vote.
The more absurd the fact it all as remembered Gilberto + Maringoni, is that the political defeat of the PT in the House occurred not so much by the opposition, but by the actions of the PMDB, a party of the governing coalition government, which received the same highest praise for Dilma in the first TV program in the second round. But what is the argument of the noble deputies to veto a greater participation of people in policy-making?
The main argument of politicians who claim to represent us, is that they are just as representatives of the people, they should legislate for our cause, and that the decree creates organs that suppress this prerogative of Congress. Jealousy aside, it would be like trying to take the power from the hands of those who own them think.
For it to end any excuse and enforce this supposed exclusive prerogative of the House that Mr Ivan Valente, the SoL, announced in plenary on the final day 29 that the party will submit, through the Congress itself, the proposed creation of the System national Popular Participation and the National Policy on Public Participation. In his speech, called Valente (and caused) colleagues:
So, all those here, yesterday defended the revocation of the decree of the President of the Republic, creating the National System of Participation, and they said that the bill withdrew the legislative prerogatives, now need to vote on this project because the project is the legislature itself. And here, I know, and no one spoke out against popular participation, social control and greater participation of Brazilian civil society.
The advantage of the design is that the SoL draws the participation of the General Secretariat of the Presidency to make the system self-managed by the popular advice without partisan interference.
What will now be the excuse of MPs not to support public participation in national politics?
It is important to leave here my thanks and my gratitude to the brave SoL bench in the House of Representatives. These do make it worth the much disputed representative democracy, because I'm sure his constituents feel fully represented by the exemplary performance of MPs in the House.
